SB8 Scholarships for initial ems certifications
If you have ever wondered how to become one of those responders working for an EMS Agency or Fire Department on ambulances? Now is a great time to start that education. The RACs have received funds provided by the Texas Legislature through the Department of State Health Services to provide scholarships for initial EMS Certifications. The scholarships cover tuition, books, and the initial National Registry test for EMT - Basic, Advanced EMT (AEMT), and/or Paramedic (EMT-P).
If you work in the Central Texas RAC Region, the first step is to complete the CTRAC SB8 Scholarship application. Once you have reviewed and agreement to all requirements, submit the completed application to CTRAC.. Contact Christine Reeves for application or more information.

Prevention and Education Activity Report
In order to meet Central Texas RAC requirements, each member is required to participate in at least one RAC-sanctioned prevention activity annually and submit documentation of such. A RAC-sanctioned event is any event that takes place in one of the 6-county region, known as TSA L, that your entity is directly involved in, specifically involving prevention activities.

A member entity must pay annual CTRAC membership dues to CTRAC. Dues are assessed as follows:
- Hospitals - $1,000
- Air Medical - $1,000
- EMS - $600
- Other Member - $175
Failure to pay annual dues will result in inactive membership of that member entity. Dues must be paid in January of each year. New member entities that join during the middle of the year may receive a prorated rate at the discretion of the CTRAC Executive Committee.
Participation Requirements
- Will have representation at 75% of regularly scheduled General Assembly meetings held.
- Will be electronically downloading information into the Trauma Registry.
- Will have representation at 75% of EMS Operations Committee meetings.
- Will demonstrate participation in at least one RAC-sanctioned prevention or community outreach activity annually and submit documentation of such.
- Will submit data and reports as requested by CTRAC and attend any EMS Operations committee meetings when the agency has a referral on the agenda.
- Will participate in one disaster preparedness drill per year.
- Will have Medical Director or designated physician participation at 75% of Medical Advisory Board Committee Meetings.
- Will pay annual CTRAC membership dues.
- Will have representation at 75% of regularly scheduled General Assembly meetings held.
- Will have representation at 75% of Hospital Care and Management and Emergency Preparedness and Response Committee meetings.
- Will have Medical Director or designated physician participation at 75% of Medical Advisory Board Committee Meetings.
- Will demonstrate participation in at least one RAC-sanctioned prevention or community outreach activity annually and submit documentation of such.

- Each member entity that does not pay their annual dues to CTRAC may become ineligible to vote and ineligible to receive funds and/or resources from the CTRAC. An entity seeking such an exception must submit, in writing, a request for the exception and provide documentation to support the request.
- Each member entity must meet the requirements of CTRAC Bylaws to remain eligible to receive funds and/or resources from CTRAC.
- Exceptions to the above requirements may be considered by the Board on an individual basis. An entity seeking such an exception must submit, in writing, a request for the exception and provide documentation to support the request.

Spotlight Resources
Brain Injury
- Approximately 2.8 M people are diagnosed with a brain injury each year. Of those injuries, 47.9% are from falls, 13.2% from MVCs, and 25.4% are from assault.
- 81% of TBIs in adults aged 65 and older are caused by falls.
- Wear a seatbelt.
- Do not drive under the influence.
- Wear helmets and appropriate safety gear while doing activities such as riding bikes, scooters, motorcycles, and skateboards.

Central Texas RAC Committees
RAC committees bring together professionals from each respective discipline to collaborate and advance the overall mission of the the RAC. Each standing committee shall have an identified chair which will be selected by the membership of that committee, annually, in conjunction with the election of Officers and Board of Directors.
Agendas, meeting minutes, and other documents available upon request. The next quarterly meetings are scheduled to take place December 5, 2023 at the Central Texas Council of Governments.*

Cardiac Committee
To serve as a liaison between health care facilities within this region to include the monitoring of system development, coordination of activities, performance improvement, facility designations, and hospital training.

Medical Advisory Committee

Perinatal Committee
To serve as a liaison between health care facilities within this region to include the monitoring of system development, coordination of activities, performance improvement, facility designations, and hospital training. This committee schedules to meet the second Tuesday each month at 0830, subject to cancellation when needed.

About
About Central Texas RAC and Our Services
The Central Texas Regional Advisory Council (RAC) is a 501(c)(3) non-profit organization comprised of local hospitals, EMS agencies, fire departments, County and City Offices of Emergency Management, and other healthcare providers. We proudly serve the 6 counties located in Trauma Service Area L: Bell, Coryell, Hamilton, Lampasas, Milam, and Mills.
We were formed to provide the infrastructure and leadership necessary to sustain an inclusive trauma system within our service area through the following actions:
- Assist member organizations in achieving the highest level of regional emergency healthcare they are capable of providing, which will result in a decrease in morbidity and mortality and ultimately improve the ill or injured patient’s outcome.
- Encourage activities designed to promote cooperation between member organizations & partners to provide a forum to resolve conflicts regarding injured patient care.
- Provide and facilitate educational programs for the public to increase awareness regarding an inclusive emergency healthcare system with a heavy emphasis on prevention activities.
Background
Regional Advisory Councils (RACs) are the organizations responsible for the trauma & emergency healthcare system. They provide oversight in geographical boundaries know as Trauma Service Areas (TSA) in Texas. The TSAs are also known as Perinatal Care Regions (PCRs). Each of the 22 RACs across Texas is tasked with developing, implementing, and monitoring a regional emergency healthcare system plan.
The Regional Advisory Councils were charged with developing a systematic plan based on standard guidelines for implementing a regional comprehensive trauma & emergency healthcare system. Some elements of the plan are required by the Department of State Health Services (DSHS), while others have been added to best reflect the community’s needs. The plan may be long, but its success is a testament to the hard work of its members and partners.
Since its start, Central Texas RAC has been active in prevention and education programs. Maintaining public education and awareness activities to increase the understanding of the trauma & emergency healthcare system, access to time sensitive care, and prevention of injuries & illnesses is the mission of Central Texas RAC.
The regional trauma & emergency healthcare system should support care provided by our EMS providers and facilities that provide patients with well-organized and high-quality health care. The regional healthcare systems approach requires cooperation and availability of each branch of the system. The heart of a trauma & emergency healthcare system is the ability 'to get the right patient to the right hospital at the right time to reduce death and disability'. Central Texas RAC members have made great strides toward this goal and continue to collaborate and focus on improved the care of the Central Texas RAC Regional Emergency Healthcare System.
Board of Directors
The Central Texas RAC Board of Directors consists of representation of our membership, services areas, and partners. We currently have 18 places on the Board including one Public Member At-large. The Immediate Past Chair is vacant at this time. Board elections occur in December of each year. Election Process Policy 11.19.20. Approximately one half of the Board expires annually. Board members may serve up to two 2-year terms consecutively. Annually all Board members complete a Board Orientation, Board agreement, BOD Conflict of Interest Policy, Privacy Policy Statement, and CTRAC Board Attestation,
Staff
The Central Texas RAC Board of Directors currently employs one person, an RAC Director. This position works with members, partners, and state agencies to meet the Mission and Vision of the Central Texas RAC. CTRAC Employee Handbook 6.17.21
Ms. Christine Reeves is the RAC Director for the Central Texas RAC since July 2022; however, she had oversight for this RAC since 2018. Historically, she has mentored previous staffing. She has 25+ years in regional emergency healthcare, EMS response, and disaster response.
Executive Committee
Amy Haire has worked in healthcare for 20 years. Amy has served as the Emergency Management Coordinator for AdventHealth Central Texas since 2011. Prior to being promoted to Emergency Management Coordinator, Amy was the Facilities Management Secretary at AdventHealth where she assisted with Emergency Management. Her current role includes disaster planning and disaster policy writing. In addition to her coordinator position she also serves as the Property Manager in her role with AdventHealth.
Amy and her husband Thomas have been married 30 years and have one son, Donovan. They have lived in Copperas Cove their entire lives. Amy & her husband are very family orientated and have multiple family members that live in the area. When Amy isn’t working, she spends her time with her family as well as attending gigs of her son’s band. In addition, Amy is currently working on her obtaining her master’s degree in healthcare administration.
Amy has worked in some aspect of the region for her adult life and currently serves as the Treasurer of the Central Texas Regional Advisory Council.
Board of Directors
Daniel Lay grew up in Little-River Academy, Tx and now lives in Gatesville. He has been a member of Central Texas RAC since 2017. He is currently the Director of EMS and the Emergency Management Coordinator for Coryell Health and has 12 years of experience in EMS, and is involved with the Texas Emergency Medical Task Force. Daniel has a wife and two children ages 2 and 4.
Dr. Scott G. Sagraves was born in New Britain, CT and graduated from Trinity College in Hartford, CT with a Bachelors of Science Degree in Biology. He served his community as an EMT/Paramedic for ten years and was an Auxiliary Police Officer with the New Britain Police Department Dive/Rescue Team. Dr Sagraves received his Medical Doctorate degree from the Chicago Medical School.
Dr. Sagraves completed an Internship and Residency in General Surgery at Maricopa Medical Center in Phoenix, AZ where he was recognized as the Resident of the Year. Dr. Sagraves continued his training at Orlando Regional Medical Center where he completed a two year Fellowship in Trauma and Surgical Critical Care. Dr. Sagraves is board certified in General Surgery and Surgical Critical Care.
Upon completion of his Fellowship in 2000, Dr. Sagraves joined the faculty at East Carolina University Brody School of Medicine and ascended to rank of Associate Professor with tenure. He was Chief of the Division of Trauma and Surgical Critical Care, while serving as the Trauma Medical Director for the healthcare system. Dr. Sagraves received numerous recognitions and awards for his teaching while at ECU, including the University of North Carolina Board of Governor’s Distinguished Professor for Teaching Award. He also served as the President of the Eastern Regional Advisory Committee (ERAC) for the North Carolina Trauma System for many years and received a Distinguished Leadership Award for his service to ERAC.
Nationally, Dr. Sagraves has served as the Vice Chair and Chair of the North Carolina ACS Chapter of the Committee on Trauma (ACSCOT), as well as serving on the Missouri Committee on Trauma from 2012 – 2017. He is currently a member of the South Texas ACSCOT. He has been on the Executive Board of the Eastern Association for the Surgery of Trauma (EAST) as that organization’s President-elect in 2012 after serving six years on the EAST Board as the Local Arrangements and Future Meeting Chairman. Dr. Sagraves assumed the Presidency of EAST in January 2013 for that year. Dr. Sagraves is also a Fellow of the American College of Surgeons and he is a member of the American Association for the Surgery of Trauma (AAST) and the Society of Critical Care Medicine (SCCM).
In 2012, Dr. Sagraves joined the faculty of the University of Missouri-Kansas City School of Medicine as a Professor of Surgery and served as the Chief of the Acute Care Surgery Division for the Department of Surgery and as the Trauma Medical Director for Saint Luke’s Hospital of Kansas City. In August 2017, Dr. Sagraves accepted the position of Medical Director for Trauma Services within the Central TX Division of the Baylor Scott and White Healthcare System, overseeing 9 trauma centers in Central Texas. He is a member of the Board of Directors for the Central TX RAC and a member of the Trauma Systems Committee of the Governor’s EMS and Trauma Advisory Council (GETAC). Dr. Sagraves has been appointed to the Central Committee of the Committee on Trauma of the American College of Surgeons. He currently is the Vice Chair of the Verification Review Committee of the ACSCOT.
Scott, and his wife, Michelle, have a wonderful family of three daughters: Tayler, Kim, Jordann and a son, Nick. Together they have two grandchildren, Charlotte and William. Dr. Sagraves currently resides in Belton, TX with a base office at the Baylor Scott and White Medical Center – Temple.

Mission
To provide the infrastructure and leadership necessary to reduce death and disability through coordinated efforts focused exclusively on the Regional Emergency Healthcare System within Trauma Service Area L.
Purpose
The purpose of this organization is to:
- Advance and improve the state of healthcare for the injured patient within the counties of Trauma Service Area L (Central Texas Region Area).
- Decrease morbidity and/or mortality.
- Encourage activities designated to promote cooperation and resolve conflicts between member organizations.
- Improve funding of trauma care providers within the counties served by this council.
- Maintain a Regional Emergency Healthcare System Plan for Central Texas RAC, which is based on standard guidelines for comprehensive system development.
- Improve public awareness of the methods of accessing the health care system and preventing injury.
- Coordinate responses to mass casualty and disaster events.
